Can the composer stay put while the thread scrolls?

Yes. Put the thread in a scroller and the composer after it, outside the part that scrolls.

And new replies?

The scroller follows them down, as long as you were already at the bottom.

What if I scrolled up to reread something?

Then it leaves you there, and shows a button that brings you back to the latest message.
